 Deep learning systems, the most advanced form of artificial intelligence in use today, are already playing an important role in the lives of people and society as a whole. Their impact will be fundamental. The artificial intelligence generated by deep learning systems can not only present learned knowledge in a usable form, but also create new knowledge from recognized contexts. Additionally, it can create virtual reality based on learned knowledge, as requested by the user. 

Deep learning AI is ideal for recognizing correlations and relationships between large volumes of unstructured and disorganized data sets. It can present the recognized relationships to the user in the form of generative output, such as text, image, or video, in a realistic way. This technology can even create realistic outputs that do not exist in reality. 

The human mind creatively explores the knowledge about reality that deep-learning artificial intelligence develops. It uses this knowledge to represent reality with accuracy, to discover knowledge about reality that is not yet known, and to create virtual reality that uses the rules of reality but does not really exist. 

Human creativity, the ability to invent, appears limitless, either for good purposes or for bad. As prospective usage, deep learning artificial intelligence can support management of society by recognizing patterns, correlations, and tendencies in people's behavior and society's life. Its ability to recognize operational relationships of complex systems makes it a valuable tool for this purpose. Deep learning artificial intelligence can be a defining aid to political leadership, both in positive and negative aspects for governing society.

The application of artificial intelligence to society is already taking place, and there are concerns also about the use of artificial intelligence as a tool for social control. For example, in the case of an oppressive political power, the continuous collection and analysis of personal information about citizens by artificial intelligence provides an ideal tool for detecting deviant behavior toward the political power and maintaining oppression and control. This tool of power already exists, and those in power are increasingly using artificial intelligence to maintain their rule.

Today, artificial intelligence has advanced to the point in its development of recognizing correlations in large data sets, that it is able to identify and observe people individually from collected image data, and to predict the observed person's behavior with a high degree of probability based on the collected information. For example, by centrally analyzing images from cameras in public places using facial recognition, it is possible to track the behavior of individual people with high accuracy. 

In addition, it is sufficient to observe the sensors of a person's smart devices, capture the data collected by the sensors and analyze it with artificial intelligence in order to predict the person's future actions with a high probability, i.e. to make it possible to predict the intention. Spyware installed on smartphones is just the first step in these trends. 

The use of artificial intelligence to control society is obvious, straightforward, and a method that directly benefits the political power, the elite with the resources of society, and therefore the application of artificial intelligence on society spreads first in the area of repression and control. However, there are also positive applications of AI to society. 

An example of such a useful application is traffic analysis, which is created by collecting and analyzing anonymous location data. Without it, it would be impossible to accurately predict the time of arrival on a planned route. Combined with deep learning artificial intelligence, the system can be further developed to predict traffic over time and direct traffic flow in a smart way to avoid congestion based on the prediction. 

But there is much more that can be gained from deep learning AI's ability to recognize correlations, trends, and tendencies in people's data and apply the insights to society. The technology is not only useful for maintaining the rule of elites possessing power, but can also contribute in useful ways to the development of complexity of society towards its evolution. The potential benefits of artificial intelligence to society are limitless, especially if considered it can extend to speech analytics. Speech analytics is already being used by large commercial companies as a tool for presenting product recommendations. This method is technically feasible and, with appropriate regulation, could be used in useful ways to benefit society. 

Known surveillance has a constraining effect on the behavior of the monitored person, but strictly anonymous data collection does not involve coerced behavior. The advantages of applying deep learning artificial intelligence to society, in case of appropriate regulation - if the government cannot use the tool to monitor the behavior of individual people, but only to recognize social correlations, trends and tendencies by analyzing data based on the voluntary participation of citizens through the anonymously collected information - it can make the work of government and management of society more effective in a democratic way, while under societal control.  

In addition to the fundamental principle of anonymity of the data collected, the voluntary nature is an important feature that guarantees the credibility of the system used. Voluntariness guarantees social control over the system, since such a system can only function properly if sufficiently abundant data is available, and sufficient data would only be available if there is social trust in the system. At the same time, the contribution of personal data also has direct personal benefits, since whoever voluntarily contributes to the use of their personal data in the way they accept, that person's information will have an impact on the development of the correlations recognized by the deep learning artificial intelligence derived from social information and will have an impact on the determination of government policies that use these insights.

From the point of view of society, artificial intelligence is a weapon in the hands of authoritarian regimes, a dangerous tool in the case of representative democracy, but it can be an effective utility for community governance. The ability and knowledge created by the use of deep learning artificial intelligence on society is, in the best case, an effective and decisive tool for the management of society, and in the worst case, a tool for the complete control of society managed as a beneficial subject for the elite. 

How can society resist the oppressive use of artificial intelligence? 

In this case, legal restrictions on AI are futile.  Dictatorial governance cannot be effectively challenged by legal means, because the apparent checks and balances that allow legal action are quickly eroded by repression, if they worked at all. Nor is violent resistance to the technology an effective response to AI-enabled oppression, since it both reduces the potential of society by discarding a useful tool, and may lead to even greater oppression and control by the power, or to a society that descends into chaos. 

How can the community resist the socially harmful use of artificial intelligence in an oppressive regime? By consciously acting irrationally. 

Artificial intelligence recognizes correlations and relationships between data. These relationships, even if difficult to recognize, are a necessary part of a naturally behaving system. In general, systems behave in a natural way, their operation is based on cause and effect. However, human behavior is not necessarily natural behavior; human behavior is guided by a chosen intention, free will. Normally, of course, human behavior is also rule-based and interdependent. But not necessarily. A human being can not only act in a rule-based manner, but a human being can also act in a random way through free will. 

In a domineering society where the leadership uses the capabilities of AI for oppression, the deliberately random, irrational behavior of the members of the society renders the deep learning AI incapable of establishing reliable insights that actually exist when observing the behavior of citizens, and thus became incapable of probabilistically inferring true intent. 

The application of deep learning artificial intelligence can have both beneficial and harmful effects on society. By serving the interests and maintaining its rule of political power, it is clearly detrimental to social development, but it can also be usefully applied under social control, which can support social development in a decisive and beneficial way.
